February 10, 2015 - Dr. John Joe joined the Division of Student Affairs and Enrollment Services as the executive director/chief physician for the Health Center on January 28, 2015.
The University of Houston Health Center is a comprehensive primary healthcare facility. The Health Center offers affordable and accessible quality primary medical and mental health care. An experienced team of health care providers is dedicated to the promotion of disease prevention, health maintenance, and wellness through education.
As the executive director/chief physician for the Health Center, Dr. Joe will provide visionary leadership and management of services and programs designed to promote and enhance student health, wellness, and success while ensuring adherence to federal, state and local health regulations. He will direct and oversee the daily operations of the university’s Health Center, including all administrative and educational activities related to the delivery of health care and disease prevention programs; primary care services for students, faculty, and staff; and, in collaboration with Counseling and Psychological Services, the coordination of health care with the appropriate counseling services.
Dr. Joe will manage and administer an effective and efficient organization through short- and long-term planning and assessment; including developing and monitoring the annual budgets to ensure that expenditures are within the budgeted amount. He also will direct the collection, analysis, and interpretation of statistics relevant to program planning and ensures that quality standards are maintained including applicable accreditations and compliance with regulations; regularly evaluating programs and services; develops and implements policies and procedures.
He also will serve as the University’s Chief Medical Officer and public health official as well as liaison between the university and the local medical community, including outreach liaison and consultation programs.
Dr. Joe is a Fellow of the American Academy of Family Physicians and brings more than 25 years of experience as a physician and medical director. He has served as an Adjunct and Assistant Professor of Family Medicine (1996 – present), Medical Director of Clinical Systems (1999 – 2006), Medical Director of Baylor Family Medicine Center (1997 – 1999) and Resident Physician in Family Medicine (1993 – 1996) with the Baylor College of Medicine - Houston. He served as the Assistant Vice-President & Chief Medical Information Officer (2010 – 2014) with the St. Luke’s Episcopal Health System – Houston, Assistant Medical Director of Clinical Systems (1999 – 2006) with Texas Children’s Hospital & Health System – Houston. He has previously served as a Staff Physician (1991-1992) and Chief Physician/Medical Director (1992-1993) at the UH Health Center.
Dr. Joe has earned a Doctor of Medicine from Texas A&M University Health Science Center, and a Master of Public Health (MPH) from the University of Texas Health Science Center at Houston. He is an active member of the American Academy of Family Physicians, Texas Academy of Family Physicians Board, Harris County Academy of Family Physicians Board, American medical Informatics Association, Harris County Medical Society and the Health Information and Management Systems Society (Harris County/South Texas Chapter).
